The European Commission adopted the new circular economy action plan (CEAP) in March 2020. It is one of the main building blocks of the European Green Deal, Europe’s new agenda for sustainable growth. The EU’s transition to a circular economy will reduce pressure on natural resources and will create sustainable growth and jobs. The circular economy aims to ‘close the loop’ of product lifecycles by keeping resources within the economy, which leads to better use of raw materials, products and waste. It contributes to meeting the EU’s environmental and climate objectives, and stimulates local and regional development. This Circular Economy Action Plan provides a future-oriented agenda for achieving a cleaner and more competitive Europe in co-creation with economic actors, consumers, citizens and civil society organisations. It aims at accelerating the transformational change required by the European Green Deal, while building on circular economy actions The circular economy has become a priority policy topic in Europe (EC, 2015, 2020) and is a key objective of the European Green Deal.

By putting the accent on the combined goal of increasing sustainability and economic growth, the new Circular Economy Action Plan (CEAP 2.0) sets the basis for an innovation-driven policy agenda, which must encourage both ambitious and economically viable solutions to scale up the circularity of the EU economy. The EU circular economy policy also foresees a better harmonisation of end-of-life rules applied to products within the EU, including standards to promote their durability, reusability and recyclability in an efficient – and safe – manner. EU's circular economy policy plan envisages that it would create more than 700,000 jobs by 2030 (this was announced a few days before the outbreak of the 2019–2020 Coronavirus—COVID19). This document is aimed at making the European economy even more sustainable, as the Commission is pushing its member countries to exploit the untapped potential of green product life cycles. The EU is currently engaged in two transformations that could change our economy and society for the better: circular economy and digital transformation. If managed well, and in unison, they could help the EU address one of its greatest challenges: to build a sustainable, green economy that is competitive on the global stage. The EU Circular Economy Package (CEP) introduces a revised legislative framework, identifying steps for the reduction of waste and establishing an ambitious and credible long-term path for waste management and recycling.
Mainstreaming a circular economy approach in the EU’s broader policy frameworks on climate, industry, finance, and trade will enable a successful transition away from a linear take-make-waste production and consumption model. And this will, in turn, enable the EU to meet its climate ambitions.
It aims at accelerating the transformational change required by the European Green Deal, while building on circular economy actions The EU will continue to lead the way to a circular economy at the global level 7 and use its influence, expertise and financial resources to implement the 2030 Sustainable Development Goals. This plan aims also at ensuring that the circular economy works for people, regions and cities, fully contributes to climate neutrality and harnesses the potential of research, innovation and digitalisation. The “Circular Economy” (CE) is one of the central policy platforms of the European Union Horizon 2020 strategy. Unfortunately, defining the CE has been a difficult task; recently, there have been two summary papers by Ghisellini, Cialani and Ulgiati, (2016) and Geisendorf (2017, submitted paper) which have attempted to do this. The EU circular economy policy also foresees a better harmonisation of end-of-life rules applied to products within the EU, including standards to promote their durability, reusability and recyclability in an efficient – and safe – manner.
